HACF offers affordable housing through HUD affordable housing programs. We do not provide emergency housing. Due to the high demand for affordable housing it is possible that a new applicant could be on a waiting list for several months and/or years.

NOTICE OF PROPOSED UTILITY ALLOWANCES
DATE: September 29, 2021
TO: ALL PUBLIC HOUSING RESIDENTS
The PHA has completed its annual review of the Public Housing Utility Allowances and encourages residents to review the proposed utility allowances and support documentation. Residents may also provide written comments.
Pursuant to regulation 24 CFR 965.502, the Housing Authority of the City of Freeport hereby provides 60 days’ notice to the public housing residents of the proposed utility allowances.
DATES AVAILABLE FOR REVIEW: October 1, 2021 TO December 1, 2021
The PHA records and documents that provide the basis for the proposed utility allowances are available for review and comment during the dates listed above and at the following location:

The PHA will gather all comments and review them at the close of the comment period. The PHA will respond to comments within 10 days of the close of the comment period. Such written comments will be retained by the PHA and shall be available for inspection by residents.
PROPOSED EFFECTIVE DATE OF IMPLEMENTATION: January 1, 2022
*Requests for relief from surcharges for excess consumption, payment of supplier billings in excess of the allowances for resident purchased utilities, may be granted by the PHA on reasonable grounds, such as special needs for the elderly, ill or disabled residents, or special factors, on a case by case basis. Such relief may be initiated by the verbal or written making of such request as an accommodation.
